Official figures show that 3.9 million Russians live in apartments with no doormen, making them a common sight on the streets. But the government has failed to sell them, and the landlord of the flats in which these apartments are located is planning to cut their tariffs.
According to Vladimir Vladimirovich, a professor of real estate at Moscow's Russian State University for the Humanities, it's the consumers who ultimately pay for this unpopular sector. While up to half of people who own their apartments go on holiday abroad, landlords are unlikely to sell. The apartments in the White Swan complex, where the Ivanovs live, are quite well-regarded. "Everyone here is on first-name terms," says Vladimir Vladimirovich. "But the people who live here have deep pockets and they can't afford to lose that amount of money."
Last year the government embarked on a programme to sell off property, in an effort to cut the country's huge foreign debt and to invest more money in infrastructure. Officials had hoped to complete the process in under two years, but it has run into delays, with half the new apartments still unsold. Some are finding it difficult to pay their electricity bills, while others have become homeless as they could not afford to make the repayments on their home loans. The government says it has no intention of selling any of its own housing stock, but so far that hasn't prevented the market from drying up.
